Here is the wording for Player Eligibility - that will be in the new rules document, that I will be posting in the next couple days.
5.5 PLAYER ELIGIBILITY Only Players that have played in the OHL for at least 1 game will be eligible to be rated.
If a player is dropped from the real OHL roster and the player does NOT leave to play on a pro-team then he will STILL be active and eligible to play for your team. If a player does NOT play in the league for 1 full season, and has NOT left the league to play pro hockey, then he will be ineligible to be on the active roster, will be changed to ‘prospect’ status and not be re-rated.
If a player leaves the OHL to play pro hockey then he will immediately become ineligible and be declared a prospect. This player may appear as ‘suspended’ on the website, until he can be reclassified.

I originally thought that if a player was now out of the OHL then we couldn't use him. But I spoke with Mike B (league founder) about some clarification and the above rule is what resulted.
So if a player leaves to play pro hockey then you will lose him immediately.
If a player is a holdout, has been dropped to the farm or leaves to play elsewhere in the CHL then you can STILL keep him active and use him on your team.
The player I was wondering about was Ryan Daniels (as Windsor mentioned.) He has left Saginaw and has no intention of returning. But he hasn't turned pro (not for a lack of trying LOL.) He is still eligible to play in our league because he is NOT pro and still may end up in the OHL, on another team.
The other situation in question would be a rookie that gets called up, so you activate him from being a prospect. He is then sent back down to Tier II by the real club - so what is his status with you? He is still eligible to play for you and you don't have to drop him from your roster, just because the real team did.
As Mike B mentioned, most of these players are borderline and aren't going to make a big impact.
Hope that clears up some confusion about who stay and who goes.

What about rookies like Brandon Saad, who is on a sim league roster, but isn't playing in the real league this year?

You pickin' on my team! It's not my fault that the crappy real OHL Windsor team won't play him!!! Seriously - I'm not sure how he even became active - as he's never played a game in the OHL. I think that he should NOT be active on my roster and listed as a prospect. How many of those do you think are out there??

He was a 1st round pick of the Saginaw Spirit, but decided not to play in the OHL this year! Any one that was a 1st round pick was activated automatically at the beginning of the year.

First rounders that have not played in the OHL should NOT be active on ANYONE'S roster. So we should check all rosters for that. We know about Saad on that cheating Petes team.....notice anyone else?

so if i read this correctly:
someone like James Delory who just returned as an OA from FLA, will not be re-inputted into our league?

Yes he would be returned to our league. As a free agent if he was released by the team that used to own his rights. Or if a team retained him on their propects list, then they'd have him activated.
