Waivers have been active this season but few teams have had more than 25 active players and it hasn't been enforced. With the new Free Agent Allocation Rules effective this week, it was important to explain the waiver process and enforce it.
So the rules were updated to explain how waivers work....the rules state....
5.3 WAIVERS You may have a maximum of 25 players on your active roster at any time. If you move a player from this active roster to your farm roster then he must pass through waivers, if eligible.
Players will stay on waivers for 48 hours and all other teams can opt to claim this player. If more than one team claims the player then the team lowest in the standings will be rewarded the player.
Players that are 16 and players with less than 10 games in our league are exempt from waivers. They may move back and forth from the farm to the pro team without having to clear waivers.

So any 16 year old can go up and down to the farm team without going through waivers.
Any other player, aged 17-20, can go up and down from waivers as long as he's played less than 10 games in our league (all seasons, not just current).

I will give GMs until Thursday night to set their roster up with players on pro teams and farm teams without having to worry about Waivers.
IF a player is listed as 'Scratch' in your client then he IS on the pro roster.
From Friday onward you will have to follow the waiver rule. When you try to make roster moves from Friday onward, the client will tell you when a player must clear waivers, to be moved to the farm. The client knows which players are exempt from waivers and ones that aren't.

Now - the tricky part. How free agent signings affect waivers.
As per the rule... "The free agent will be placed on your PRO roster initially. If your roster is already full then a player must be moved to your farm to accommodate the free agent. This player WILL have to go through waivers unless he is exempt. The Free Agent may be sent to the farm after being assigned to your roster but not before a roster spot is made available and then the free agent may have to pass through waivers, if eligible."
So you are rewarded a free agent and IF your PRO roster already has 25 players then you will have to move an existing player to the farm (and so he may have to be waived.) You CAN NOT place a free agent on your farm team, if he is awarded. This is to prevent teams from stock-piling players.
If you are assigned a free agent and you don't want to send a player to the farm then you have the RIGHT to refuse the sign the free agent and he will go to another team. But because this is bad business and erodes your teams reputation (offering a spot to a UFA and then pulling the offer of the table) then it'll slightly hinder your chance at signing other Free Agents in the future.
So be careful that you don't offer 6 Free agent signings when you only have 1 spot (unless you think your chances of getting all 6 are slim.)

Here's the examples of waivers that I promised....
Situation: You decide to send a 18-year old that's played 25 games for you to the farm as you activate a prospect and move him to your pro team. Result: The 18-year old must go through waivers, for 48 hours.
Situation: You decide to send a 16-year old that's played 25 games for you to the farm as you activate a prospect and move him to your pro team. Result: The 16-year old is exempt from waivers.
Situation: You make trade 2 players from your pro team for 3 players of another team (all players over 17 with more than 10 games played.) Your roster is full with 25 players. Result: You only have room for 2 of the players on your PRO roster and 1 player must be waived.
Situation: You make trade 2 players from your pro team for 3 players of another team (all players over 17 with more than 10 games played.) Your roster had 24 players before the deal. Result: You have room for all 3 players. None have to be waived. Your roster is now full at 25 players.
Situation: You are rewarded 2 free agents (both 20 games played, one 16-year old and one 19-year old.) Your roster is full at 25. Result: You to send 2 players to the farm to make room for both free agents. The free agents cannot be sent to the farm (regardless of age and experience) until room is made on the PRO roster. You have the right to refuse both or either free agents to avoid send anyone to the farm.
Situation: You are rewarded 5 free agents. Your roster has 23 players. Result: If you choose to sign all 5 then you need to send 3 players from your PRO roster to the farm. You can sign just 2 free agents and refuse 3 of them (your choice as to which 2) Or you can sign any number of the 5 but if you don't have room on your PRO roster you will have to send some players on the existing roster to the farm.
