This is one of the toughest ones out there. How do we find quality general managers that will participate in the league?
Things we've tried in the past was ...
recruite general managers that we in NHL leagues from the STHS and FHL message boards,
recruite general managers from CHL fan message boards...
Then we started asking the general managers to download and install STHS and edit the lines of the team and email it back to us to confirm they understand how the game works.
What other things can we do to help get a quality general manager. Also, after we assign the team to them, should there be a probation period or a follow up with them?

The only negative thing I've found is that sometimes I wish there was a bit of a "trading freeze" on new GMs.
I admit, I've tried (and sometimes succeeded) to improve my team at the expense of a new GM... but it's not really good for the long-term health of the league.
Maybe a trading freeze would be better.
Or, is there any way to assign some sort of "mentor" to them (an experienced and willing GM) to help explain how the league works and make them get advice from the experienced GM before they pull the trigger? I would be willing to help, and I'm sure others would too...

I think the process is good now. But there should be a probationary period...maybe their first three trades have to be reviewed by the commish of that league. After they have done three trades that the Commish thinks are passable, the trade probation is lifted.

My thoughts exactly, make it so that the first month or so (or like Andrew said the first 3 trades) will be reviewed by the board.

Monitoring trades sounds like a good idea, and a good job for our soon-to-be OHL Advisory Committee.
I would REALLY like to see a list of BANNED GMs. That list would be populated with GMs that have been fraudulent and/or booted from a league for lack of participation.

If we come up with this banned list...we should incorporate their IP address in it as well...i know there are ways around it by logging into other computers and stuff...but it would help because anyone can change their name and e-mail address easier than their IP address.

IP addresses can be changed, or even impersonated easily. Not to mention the fact that Aliant doesn't give out static IPs anymore, so they can also change even for one person.
If you want to get really serious you would have to use MAC addresses... they are hard coded to the NIC and it's much harder to change the way those appear (although it's possible).
