Do you think this is fair?
He gives a list of teams he will go to. each time you fail, the list shrinks. You also pay a fine to the league of 10% of the total value or the remaining contract.
Thoughts?

I like it as well but I would make the 'penalty' for waiving it a little more harsh in order to dissuade people from doing it so often.
You save approximately 30% or so in signing someone with a NTC so you should be penalized 30% or so for getting them to waive it. You save money, making the player worth more, but if you have to pay a more significant fine than the 10% now it might make you think twice about offering it or waiving it.
